suggestion will therefore require very careful consideration if the removal of one group of anomalies is not to lead to the creation of a fresh group.

It has not yet been possible to give full considera- tion to this suggestion, but it will be taken up immediately. I am unable to recommend approval of the petitioners' request that all their previous service should be taken into account for the purposes of increment.

I recommend therefore that the reply to the petitioners

(a) that the question of their secondment to the Hong Kong

Police Service with retention of home pension rights and the right to return to their previous force is under reconsideration with the Home Office;

(b) that their appointments in Hong Kong represent a

regrading of their status to that of a sub-inspector or inspector, and the duties to which they are assigned depend wholly on their own abilities to carry out the duties of a sub-inspector or inspector; and

that it is not possible to grant increments in the police scale in respect of all their previous service, but that consideration is being given to counting half this service for increments; and that if this is found to provide a more equitable basis on which to assess salary and seniority, it will be put into effect when the recommendations of the Salaries Commission are implemented.
